DOT & FMCSA Regulatory Compliance
Warwick Industrial Group LLC takes DOT and FMCSA regulatory compliance seriously. We coordinate with qualified, insured carriers and ensure that applicable U.S. Department of Transportation (DOT) and Federal Motor Carrier Safety Administration (FMCSA) requirements are understood and addressed for every commercial shipment.
Relevant regulatory frameworks that may apply to shipments coordinated by or on behalf of Warwick include:
49 CFR Part 393
Cargo Securement Standards
Federal standards governing the securement of cargo on commercial motor vehicles — including steel pipe, structural members, and industrial equipment. Warwick coordinates with carriers to confirm that applicable securement requirements are understood and addressed for each shipment.
49 CFR Parts 390–399
Federal Motor Carrier Safety Regulations
Federal motor carrier safety regulations covering carrier operations, driver qualifications, vehicle inspections, and safety fitness determinations. Warwick coordinates carrier qualification by reviewing FMCSA carrier authority (MC/DOT number), insurance on file, and safety fitness rating via the FMCSA SAFER system as part of its carrier selection process.
49 CFR Part 395
Hours of Service & ELD Mandate
Federal regulations governing commercial motor vehicle driver hours of service, including the Electronic Logging Device (ELD) mandate (effective December 2017, enforced December 2019). Warwick coordinates delivery scheduling with awareness of applicable HOS limits to support realistic transit planning.
49 CFR Part 392
Driving of Commercial Motor Vehicles
Federal regulations governing driver conduct, pre-trip inspections, and safe vehicle operation. Compliance with Part 392 is the responsibility of the carrier and driver. Warwick's carrier selection process includes review of FMCSA safety fitness determinations and avoids carriers with Unsatisfactory or Conditional ratings.
49 CFR Parts 171–180
Hazardous Materials Transportation (HMR)
Federal Hazardous Materials Regulations (HMR) governing classification, packaging, marking, labeling, placarding, shipping papers, and emergency response information for hazardous materials in commerce. Where a shipment involves hazardous materials as defined under 49 CFR §171.8, Warwick coordinates with the customer and carrier to confirm proper classification, documentation, and compliance before tender. Regulatory responsibilities for hazmat classification, shipping papers, packaging, and other duties are assigned according to the applicable regulations and the role of each party in the transaction. Customer disclosure of hazmat status is required; however, disclosure alone does not automatically eliminate the responsibilities of other parties under the HMR.
49 CFR Part 387
Minimum Levels of Financial Responsibility
Federal minimum insurance requirements for motor carriers operating in interstate commerce. Warwick confirms that carriers hold the minimum required levels of financial responsibility — including public liability and cargo insurance — before tendering shipments. Minimum levels vary by commodity and operation type as specified in Part 387.
49 U.S.C. §13102 — Broker Authority
FMCSA Broker Authority & Warwick's Role
Under 49 U.S.C. §13102(2), a 'broker' is a person who, for compensation, arranges or offers to arrange the transportation of property by an authorized motor carrier. A freight broker is required to hold FMCSA broker authority (Form OP-1(FF)) and a surety bond or trust fund of at least $75,000 (49 CFR §387.307). Warwick's transportation coordination activities are conducted in connection with its role as a material supplier. Whether a particular transportation arrangement requires broker authority depends on the actual business activities involved. Warwick does not hold itself out as a licensed freight broker and does not arrange transportation as a standalone service independent of a material sale. All transportation coordination is incidental to and in support of Warwick's supply obligations under an accepted purchase order or quotation. Customers with questions about regulatory classification should consult qualified transportation counsel.
Qualified Transportation Providers
Warwick works with qualified, FMCSA-registered motor carriers. As part of our carrier selection process, we review carrier operating authority (MC/DOT number) through the FMCSA SAFER system, confirm active insurance on file with FMCSA, and review the carrier's safety fitness determination. Carriers with an Unsatisfactory or Conditional safety rating are not used.
Transportation services are performed by the applicable motor carriers. Carrier regulatory responsibilities — including driver compliance, vehicle safety, hours of service, and cargo securement — remain with the carrier as required by law. Warwick's role is logistics coordination in support of its material supply obligations. Warwick does not operate as a licensed freight broker under 49 U.S.C. §13102 and does not arrange transportation as a service independent of a material sale.

Common Questions
What types of materials does Warwick coordinate transportation for?
We coordinate delivery for the full range of industrial materials we source — pipe, fittings, flanges, valves, structural steel, specialty alloys, instrumentation, electrical materials, and consumables. This includes standard shipments, oversized loads, and time-critical deliveries.
Does Warwick operate its own trucks or fleet?
Warwick coordinates with qualified third-party transportation providers. We do not operate our own fleet. Transportation services are performed by FMCSA-registered motor carriers. Carrier regulatory responsibilities — including driver compliance, vehicle safety, hours of service, and cargo securement — remain with the carrier as required by applicable law.
Is Warwick a licensed freight broker?
No. Warwick is an industrial material supplier. Transportation coordination is performed incidental to and in support of Warwick's material supply obligations under an accepted purchase order or quotation. Warwick does not hold FMCSA freight broker authority under 49 U.S.C. §13102 and does not arrange transportation as a standalone service independent of a material sale.
What documentation is provided with shipments?
Documentation is coordinated based on the product specification and purchase-order requirements. This may include bill of lading, material test reports, certificates of conformance, and other applicable shipping and quality records.
Can Warwick support time-critical or emergency deliveries?
Yes. We support project-critical and time-sensitive material delivery coordination, including turnaround and shutdown supply requirements where compressed delivery windows are involved.
How does Warwick handle oversized or specialized loads?
We provide oversized and specialized load planning support in coordination with qualified carriers. Applicable permit, securement, and routing requirements are addressed through the carrier as required by law.
What is Warwick's role in HAZMAT shipments?
Where hazardous materials are involved, applicable DOT/FMCSA requirements under 49 CFR Parts 171–180 are identified and coordinated with the appropriate carrier. Regulatory responsibilities are assigned according to law and the applicable contractual arrangements.
